According to a report in The Athletic, Major League batters complained to the league that starters were not being checked randomly enough and that some were thought to be applying banned substances in the innings in which they knew they'd go unchecked.

(cont'd) In the windup, the pitch clock stops when the pitcher steps back or laterally.

From the stretch, the clock stops when the pitcher lifts his free leg after assuming and holding the set position.

Coming to a stop will be more important than ever. Expect more balk calls.

To answer your question, the pitcher must go into his motion prior to the expiration of the timer, or be charged with a ball.

Have a question: When does the pitch clock START ticking? I could see a lot of room for inconsistency here. Is it when the game ball hits the glove of the pitcher?

#RedSox Manager Alex Cora said today that he views Kutter Crawford as a starter this season. “We’re going to stretch him as a starter and then we’ll see.”

“He understands what he needs to do, he makes adjustments on the fly,” Cora said of Crawford’s work last season.
